Webpack requires you to type an identifier of a licence of your choice. For example, MDB Webpack Starter is under a MIT license https://github.com/mdbootstrap/mdb-webpack-starter/blob/master/package.json#L36

Just type MIT or ISC or any other license of your choice when terminal asks you to give your license. More info about MIT and ISC: https://spdx.org/licenses/MIT.html and https://spdx.org/licenses/ISC.html Read them carefully.
