Expected behavior When a user clicks 6, the minutes selection should be set to 0 and allow the user to select the minutes. Actual behavior When a user selects a time, lets say 6, it will auto select 30 as the minutes

if you use the browser in mobile emulation, the functionality described can be recreated.
From developer tools within a mobile resolution, when the user selects the initial hour, the minutes are auto selected at the same point the hour was clicked. So for example if you click 6, it will select 30 minuts. If you select hour 4, it will auto select 20 minutes. If you select 9 hour it will auto select 45 minutes.
