can i build a basic helpdesk website with bootstrap, that lets me add,delete tickets, can i also add a login page, and give users permisions, or should i go with wordpress??

Yes, you can build a service like this with Bootstrap. It's also possible to make it with WordPress (you can find some plugins that implements the helpdesk service), but personally I'd rather use Laravel or Django
