Waves mousedown vs click

Currently waves effect triggers on mousedown event, this creates a bit of confusion when user mistakenly drags the element (it happens to all of us right?). Waves effect should signify that user has clicked something and expects results, when element is simply dragged (mousedown > mousemove > mouseup) then browser won't call the click event, so links won't redirect and buttons don't work, yet they'll do the wave effect creating false assumption element was clicked. Is there a good reason why waves aren't based on clicks?

This is most apparent when IMG tag is involved (for example inside a button). But you can also observe it in navbar or links, mousedown on the link and then move cursor away from the link before letting go of the mouse button, waves effect happens, but link redirection doesn't.
